Fiscal Year 2009 Fringe Benefits

  1. Retirement/Pension Subsidy Rates
    (eUMB Accounts 2705, 2715, 2720, 2755, 2760, or 2769)

     

    • State Teachers’ Retirement/Pension* 11.70%
    • State Teachers’ Alternate Contributory Pension 11.70%
    • Optional Retirement Plans* 7.25%
    • State Employees’ Retirement/Pension 8.73%
    • State Employees’ Alternate Contributory Pension 8.73%
    • Law Enforcement Retirement/Pension (Public Safety) 36.99%

    *Paid over 20 pay periods beginning PP#08-05

     

  2. FICA (Social Security) Subsidy (eUMB Account 2725)

     

    • Calendar Year 2008 - 7.65% for wages up to $102,000 and 1.45% for wages over $102,000.
    • If there is a change in the wage base for Calendar Year 2009, you will be notified as soon as it is announced by the Social Security Administration.
    • The tax rates, 7.65% and 1.45%, are expected to remain the same for Calendar Year 2009.

       

       

  3. Health Insurance Subsidies (eUMB Account 2710)
    • Health insurance subsidies (medical, pharmacy and dental) are applied when an employee is enrolled in a health plan and pays the employee health premium.
    • Subsidies are only charged 24 times per year (deductions are omitted for 2 pay periods).

  4. Health Insurance Special Subsidy (eUMB Account 2711) -
    • The health insurance Special Subsidy rate for Fiscal Year 2009 will be 19.88% for employees who are memebers of the State Retirement/Pension Plans and 9.94% for employees who are members of the Optional Retirement Plans.
    • This subsidy will not be charged for those employees who are not eligible or do not participate in any retirement or pension plans.

       

  5. Other Post-Employment Benefits (OPEB)(eUMB Account 2712) -
    • Central Payroll has been directed by the Department of Budget and Management to add this new subsidy to cover the cost of Other Post Employment Benefits (OPEB).
    • The OPEB Subsidy rate is based upon employee health deductions. The rate for Fiscal Year 2009 will be 16.66% for employees wo are memebers of the State Retirement/Pension Plans and 8.33% for employees who are members of the Optional Retirement Plans.
    • This subsidy will not be chaged for those employees who are not eligible or do not participate in any retirement or pension plans.

     

     

  6. Unemployment Insurance (eUMB Accounts 2770 or 2771)
    • The Unemployment Insurance rate for Fiscal Year 2009 will be $.10 per $100.00 of wages paid (0.1%).
    • Unemployment Insurance wages exclude cafeteria plans, dependent and health care plans, and parking deductions.

     

     

  7. Deferred Compensation Match Program
    (eUMB Accounts 2780, 2781, or 2784)
    • This subsidy requires membership in the State Employees' "Alternate Contributory" (formerly known as the "Modified") pension system and participation in one or more of the supplemental retirement plans.
    • There is a dollar for dollar match up to a total of $600.00 for Fiscal Year 2009 for all SRA plans (not each SRA plan if an employee is enrolled in more than one SRA).
